A fisher's life for me: bugged or just impossible?

I was under the impression that you could be lvl 50 and still get the lower tier achievements. But as I type this, I'm fishing in South Shroud catching a million rainbow trout (lvl 15 fish) and getting credit on the tier for 21-30 as a lvl 22 fisherman.

Does this mean its impossible to get the ones I missed while leveling?

You have to fish in lvl 11-20 FISHING HOLES, it doesn't matter what level the fish you capture is.

It works the same way with botany and mining, you can go to a lvl 50 node and farm lvl 1 shards and it gives you credit for the 41-50 achievement.

It was fishing in a lvl 20 hole though (the upper river, near the bar).

Interesting. I know I've worked on some of the lower level fishing achievements in Thanalan as a much higher level fisher. They were working there. It could be that part of the river is bugged and thinks it is a higher level fishing spot. Now I'll have to test later...

I do not know what is going wrong for you (looking at wrong achievement, fishing in lower instead of upper, randomly glitched, etc.), but I just tested fishing in Upper Hathoeva River and I did not get any credit toward Good Things: Black Shroud 3 (21~30), as you claim to be getting. I've already finished Good Things: Black Shroud 2, so I can't confirm that's where they would've credited to, but I imagine so.

You definitely didn't miss an achievement, as the 2nd poster said, it's based on the level of the fishing hole and is not affected by your level or the level of the fish you catch.

Try fishing further up the river. The maps aren't exact as to where the fishing holes are.

I tried fishing all over the river and it still works as described, must be a bug. I used a different fishing hole and it worked as intended.

You're most likely fishing in the wrong spot. Upper Hathoeva (the level 20 fishing spot) covers pretty much all river areas in the entire Upper Paths region of South Shroud. You want Middle Hathoeva (level 25, but needs Gulleye II) you gotta fish in that little pool where the Sirocco FATE spawns and only that spot. You want Lower Hathoeva (level 25), you gotta fish on the bridge that separates Rootslake from the Upper Paths, and only in that small area. You want East Hathoeva (level 25), you gotta fish in the Silent Arbor side of South Shroud. The East Hathoeva goes from its starting point up north at 28x19y and flows down through Quarrymill and towards Snakemolt, ending where that withered treant sits. Goblin Blood (level 30) is just that small pool of water around the goblin camp. All Hathoeva spots have the Rainbow Trout as the lowest level fish in that area, so if that is the only thing you are catching, you need to use higher level bait to catch the other fish if you want to truly determine where, exactly, you're fishing.
