The trouble is, the tanks have all the power in deciding whether or not to make a run happen. A few bad egg tanks are abusing this power to ensure that they get the most rewards for the least effort. Therefore, yes, it is the non-tanks, the victims of this, the folks who have to sit watching tanks join and withdraw one after another over the space of an hour, who have the right to complain.

The tanks have nothing to complain about. They get their duty roulette handed to them on a silver platter. As a PLD myself, I've witnessed this to be true - if I have to wait more than ten seconds to join an instance, I go, "huh, that's odd."
