Seriously, SE this feature (or a Withdrawl Penalty) is needed otherwise people will continue to be given hard times getting into end-game raids due to the PiP seekers.
You will never see an In Progress Only option. Because all it would take is too many tanks or healers using only In Progress Only and it would become near impossible to form a new party to begin with. It's the same logic they gave for why they're not adding Server Only DF option. If too many tanks or healers used it, the system would cease to function if you were on a server with no tanks or healers using DF.
So you will never see this.

While the withdrawing does get rather silly at times. The queue pops are pretty instant on my tank, so it's not a big deal at all. Basically if you aren't queuing up as a tank, then you don't have much room to complain about the current situation.

The trouble is, the tanks have all the power in deciding whether or not to make a run happen. A few bad egg tanks are abusing this power to ensure that they get the most rewards for the least effort. Therefore, yes, it is the non-tanks, the victims of this, the folks who have to sit watching tanks join and withdraw one after another over the space of an hour, who have the right to complain.
The tanks have nothing to complain about. They get their duty roulette handed to them on a silver platter. As a PLD myself, I've witnessed this to be true - if I have to wait more than ten seconds to join an instance, I go, "huh, that's odd."
If you are having a bad experience with a tank. That is why the vote kick feature is put in the game. You are purposely avoiding other solutions to the problems you are having. It's not hard, tell people to level up tanks if they don't want to deal with the current situation. In those 55mins they been waiting, they could of been level 50 by now.
That's not a real solution to the overall problem, it's just a band-aid fix that could only ever effect a minority of the player base, and not even a strong solution for that minority since it would force a number of them to play a job they may not want to play in order to circumvent an issue that doesn't really need to exist in the first place.If you are having a bad experience with a tank. Did I do it right?
I already have an IL78 WAR, but I hate Tower Duty, and if I'm not using my max vit gear, I feel like I'm cheating the party, so I feel bad if I am spiritbinding on my WAR...
I'm also leveling up GLA (Gods I hate LL GLA/PLD... I don't like Flashing for Aggro Control!). But not everyone can play tanks well, and the two TANK classes DO NOT Play Similarly.
