IMO it's probably partly bad luck and partly SE's... interesting... decision to make the two roles for which you are guaranteed to have two people share gear sets. Assuming the drop rate for each piece is equal (and we have no reason to believe otherwise) healers and tanks have to share loot, while most DPS classes (with the possible exception of casters) get their own set. Healers and tanks therefore end up (individually) getting half the loot of DPS.
For the record, I've been raiding since the start of November and have 4 pieces of Allagan: healer choker, wrists, belt and caster pants (greed roll). I recently had to leave my static, but before that our other healer had... 4 pieces of healer Allagan, I think. In contrast, we got at least two caster pieces every week. Our main SMN had pretty much every Allagan piece he wanted, we had another BLM who got most of what he wanted before he left, and we lost multiple caster pieces to PUGs. Our DRG had pretty much full Allagan, our tanks had most of their BiS pieces, someone had a pretty well maxed out MNK alt, and our BRD got completely shafted and got like one piece.
