    I think the OP is asking the actual mechanics of how a Primal does the tempering - from what little has been revealed, it appears to actually work on the person's soul - when the Primals like Ifrit and Garuda tried tempering the player (who has the Echo and is thus immune), both shouted something similar along the lines of "NO! YOUR SOUL ALREADY BELONGS TO ANOTHER?!!" - suggesting that the tempering process works by removing a person's 'soul' (or at least a part of it - specifically, free will, leaving them a mindless shell and from then on a thrall enslaved into the devotion and service of the Primal who tempered them).

    If I remember rightly, a npc at Highbridge during the 'Attack on Highbridge' FATE there actually mentions that tempering strips a person of their soul and leaves them an empty husk, but I'm not 100% certain of that (it might be that the npc was just touting hearsay, and it actually doesn't work like that, but nothing is known with certainty.).

    Since someone brought up teleports...how about this? We get so many FREE teleports per day...that would be awesome! I wish I knew how much money I have spent on teleports since the game started....or maybe I don't want to know.

    so there is no way for the beastmen to "temper" on their own and by holding captives the Amaljaa are just binding their time till they can summon ifrit again, which I guess is why the moggles and sylphs do not have followers so to say, does that sound right? (Just trying to love the story the best I can ^^)

    It's not so much that, as more the actual personality of the primal involved and the general temperament of their beastmen followers. Ifrit is shown to be the one Primal who is the most zealous towards tempering, seeming to do it virtually as soon as he's summoned (to the point almost all of the amalj'aa are now completely tempered by him). Titan wasn't shown at all to temper anyone in ARR, although apparently dummied dialogue from 1.0 stated that he tempered members of the Company of Heroes when they fought him, and Garuda only was shown tempering once (the player), and that was only after she had been defeated normally.

    It seems most of the Primals seem to be more of the 'might is right' attitude and prefer brute force against all adversaries rather than creating an army of followers like Ifrit does (and apparently Leviathan and the currently unknown Primal of the dragons), only relying on tempering when all else fails. Or at least that's what it appeared to me.
