It's just my speculation here, so take what you will, but my idea is that despite being the quickest and most efficent form of transport in Eorzea, there are times or situations where teleporting is either not possible or would be undesirable to do so - I hate to bring FFXI up in this but there was a quest line in FFXI where the player had to smuggle items via the airship for a smuggling ring - it was specifically mentioned in the dialogue that the player could not teleport as to do so would destroy the items being smuggled.

Hence, this idea seems to also ring true in FFXIV - notice how most people being captured for tempering are merchants? (Other than Immortal Flames soldiers). If teleportation is the quickest means of transport, why do merchants still insist on traveling by foot with pack chocobos? Maybe teleportation is damaging to goods and hence have to be transported in more mundane ways - airship travel is already stated as being heavily restricted after the Calamity due to the real risk of flights being attacked by Garlean fighters so airship flights are deliberately limited, so the only other way for merchants to travel by land is by foot.

Therefore, it's not surprising then that the expensive aetheryte network is mostly used by adventurers who usually aren't carrying rare and precious items that can be damaged by teleportation but have to be in a certain place as quickly as possible. Or maybe I'm just overthinking things.
