You can only have one, and you have to cast it on a party member.

Why is this?

Why can I just not get to raise whomever?

I suggest making Phoenix Down stack-able to at least 10, and for crying out loud let us raise fallen Adventurers, Party members or not.

yeah its a BLASPHEMY from TROLLnix, that they forgot u can use phoenix down mid fight a boss battle in ALL previous FF series!

My is most likely that it is the RMT Limitation that has been put on this game.
If we have Reraise or a wait to raise other than the WHM and the item is stackable, it will become a desired item.
This in turn would cause prices of the item/items to go up in turn allowing RMT to have a new source of income.
This would go against statements from Yoshi who feels the economy needs to be heavily suppressed and limited to stamp out RMT.

The same reason they don't have high level item crafting and have squashed any valuable crafting by making materials used in those crafts less desirable or so cheap they have no value.

Welcome to the new SE FF limitation "RMT Limitation" will become the new mantra for everything that involves the economy or gil.

I saw that quest to get one and did not even do it because I was already leveled to 50. I keep meaning to do it on alts but keep forgetting that too.
