I overhear people talking in the /say channel all the time, regardless of where I am. Limsa Lominsa seems to be the most chatty city on my server, followed by Mor Dhona.
If you feel the game is too quiet, try starting a conversation with someone you meet in a hub or farming.

"Alot" is not a word. Allot is but it's unlikely to be what you want, try "A lot".
You mean chat channels like WoW? /shout is essentially General, the whole zone can hear it. FFXI played around allowing the major cities able to hear shouts and worked decently well, it may happen here at some point, but that game is less populated. I remember the height of WoW and its Trade channel, nevermind the infamous Barrens, and let's just say there's a reason I never kept that channel on.
Most people stick to Linkshells or Free Companies.
Try seeking out a social LS or FC, /shout is normally reserved for that specific area needing help/groups/information.
Personally I never see many people talking aboutside Parties/Linkshells/Free Companies and i'm on one of the most populated servers in the game.
/world Chats can get quite...spammy. For the most part it'll just be filled with "TITAN EX, NEED TANK, PARTYFINDER CHECK IT"
