The duration I find fine, the main issue I have with it is it being on GCD. Often times if I know a big attack is coming at some point soon without a big indicator, it means to be able to have IB ready I need to stand around like a moron just waiting.

Actually, the moron would go on with their skills ignoring that wait to pop IB. At least, that's how I see it.

The first big issue is that it's a big dependency between the tank classes, if a boss has a big attack I need IB for then it means there comes a point where I have to stand around and not do anything to be ready for it. No threat generation, no damage, no putting up debuffs, no building stacks of wrath because the GCD will mess things up. PLD doesn't have this as an issue period, their cooldowns are all off GCD so they don't have to stand around doing nothing to ensure they can get a cooldown off, let alone even their shortest cool down is on a longer timer than IB. So timing things doesn't need to be as exact for them.

Secondly I feel like it's a complete waste to not be doing things in a fight, especially when it's due to something not really well thought out.
