I think Argyle was more referencing the fact that you can't use IB to benefit from the DR if there isn't a target in melee with you, as opposed to the minute possibility of not hitting the target if you don't have enough accuracy. If the boss you're fighting has vanished (like Garuda) or is out of range (like t4 if you're kiting or pulling), you don't get to use IB, which means no DR for stuff you might like to have 6 seconds of DR for.
