This is one of the balancing elements of Inner Beast, whether it's necessary or not. Not to mention, a 300 potency (unmitigated by Defiance) off-GCD attack on a 17-20s cooldown would be a ridiculous boost to WAR's already (relatively) impressive DPS.

Off-GCD Inner Beast would be most welcome. Between buff lag and quirky boss timing due to skill pushes, the 6 seconds becomes a pretty small twitch window. I am a fan of short duration, high power defensive buffs; but only when you can actually use them with assured accuracy.
