IB off the gcd sounds like a very good idea so you can use it more strategically and easily

You could use it more easily, sure, but it takes more far more forethought in its current form. You need to plan ahead to have a GCD open for when you need it.

This is one of the balancing elements of Inner Beast, whether it's necessary or not. Not to mention, a 300 potency (unmitigated by Defiance) off-GCD attack on a 17-20s cooldown would be a ridiculous boost to WAR's already (relatively) impressive DPS.

It would be amazing, sure, but far too much so.
