The whole "300 potency thing" wouldn't really be a major issue if it were taken off the GCD. The potency could be brought down to 150 potency (still ignoring Defiance which makes it 200 "real" potency; assuming the average 210 potency/gcd, it would bring the potency of the average used GCD to 410 compared to the existing 400 you get out of Inner Beast currently) and the self heal could be increased to 200% (keeps it the same 100% of 300 potency as before). You'd get a whopping 10 extra potency every 7-8 GCDs with the exact same everything else but off the GCD.
