It's pretty bad. It will actually destroy the economy. No one will sell anything of value because the price is capped. They might as well just remove gil and market board all together. RMT will still be a problem because now they would resort to selling dungeon runs and items for USD.
Troll fix, this won't work. More restrictions on players, awesome, now i cant have over 1k gil? They'd need to redesign almost anything that has to do with gil. Plus the idea is fairly stupid.
There really isnt an easy way to stop RMT spam, but by simply not allowing to trade lets say anything over 100k at a time, and not being able to send to mailbox unless on friendslist, has restricted RMT quite a bit. Not completely, but its not as bad as other games.
I'd much rather have them simply monitor anyone who trades large sums of money, or makes frequent trades of smaller amounts. But like others have said, the best solution is to simply STOP BUYING GIL, and just play the game. Gil isnt even that important in this game like it was in FF11, where some of the best geared had to be purchased with gil. What do you need millions for? Housing?

This, RMT is not a problem that you can "just solve".
I will admit that your "sollution" would solve this game's RMT problems, because that would be killing the game entirely.
No players, no game, no RMT. RMT problem solved!

No, they would leave the game for a ridiculous system that you want put in place for no other reason than you don't want to put 3 or 4 people on ignore each day that send you tells. Seriously man... this is like putting out a camp fire with 40 tons of water. It's way too much and would cause way more headaches than anything else.

No people will quit because of the extreme restrictions. No one likes to be told that they HAVE to join a free company if they want to have access to more than a thousand gil. This would destroy the economy because what is the point of the AH if all we can have is a thousand gil? I think you need to go back and rethink your entire idea.
