    It's called "Graphical Lag". Your GPU is becoming overloaded either due to heat/failure/memory/multi-tasking/etc.

    Questions:
    OS/Make and Model of Computer?
    Make/Model of GPU/CPU/Chipset?
    Are you updated to Latest Drivers?
    Anything special about your set up (3 monitors)?
    Has it always been like this?
    If not, what changed?
    What's your CPU/GPU load look like in game?
    Are you hitting 100%?
    How hot are you running?

    Solutions:
    Defrag your HDD
    Update your drivers
    Make sure you have little to nothing running in the backround
    Check for any updates to your OS, BIOS, Drivers, etc.
    chkdsk your HDD and sfc /scannow
    Also check your RAM and make sure it's not failing (mdsched.exe)

    Report back with updated information and your findings.

    I been having the exactly same issues for months. Been trying everything I can think of and nothing is working. I have ran ram testing for 6 hours, all drivers are up to date and have stress test my entire pc everyway I can think of. Nothing is helping. I get random screen freezing for 3 to 5 mins too. Of course my mouse still works when this happens just like u.

    Something is bottlenecking the rendering. You can move the mouse because it's what's called a "hardware pointer". You are locking up because of something. Heat, failing card, bad driver load are the most common ones.

    AT YOUR OWN RISK:

    You can try to OC the GPU/CPU to see if it lightens up. If you have heat problems though, you will more than likely fry something. I would attempt every other TS step before going to this one.
