Recast times of upgraded PvP abilities are incorrect when outside PvP instance

Steps:
1. Purchase a PvP ability (for example, Skewer)
2. Upgrade PvP ability to reduce recast time
3. When outside the Wolves' Den instance, the recast time shown in the ability tooltip will still appear as the original full recast time.
