Receiving Armor Items That Need Repairs, But Can't Repair Them

Steps:
Received various equipment items from another player
Went to Armory Center
One item had an X on it and needed to be repaired.
Went to a mender to repair the armor, but the item did not show up in the list.
Two days later another player gave me various equipment items and each item had the X on it and needed repairing.
Went to mender again and could not repair any of these items.
Also, after completing a quest, I received a pair of boots that needed repairing. I encountered the same issue of being unable to repair with them as well.

Are you sure the items need to be repaired and aren't instead un-equippable by your current class/level? Items that you cannot currently equip are darkened with an "x" on them. If you mouse over the item you should see a durability number in the text area. Also, the default display for the repair NPCs is only items you have equipped. You have to use the dropdown to get items in different sections of the armoury chest or in inventory.

There are quest and dungeon drops that appear as broken gear, but those are used to craft Vintage gear items.
For example Mildewed Thighboots is used in the Vintage Thighboots recipe.

Since you received these items from another player and they're "broken", it certainly is things like what I just described.
Since normal gear will certainly be soulbound by the time their durability is so bad as to call those items broken, they can't be traded any longer.

If you're referring to a red or green x... red means you can't equip it on the class you are on, green means you can equip it but your level is too low.
