    I personally will always vote PC when a game is introduced across multiple platforms. Granted, in this case, it's really nice that the servers connect for PS3/4 players, the connection, quality, and game play is far better on a Mid-range to High-Range computer.
    As some have already mentioned, you can get a computer capable of playing this for around the same cost as the ps4. However, with the computer, you can keep building onto the system as you get more money, and make it more efficient, and more user friendly.
    For example, you can beef it up a bit more, and get a dual monitor set up - something you can't ever do with a ps3/4. Sure, it's not necessary, but damn it's nice to play the game windowed, and have full functionality on the other monitor for web browsing, music playing, or whatever else without having to tab-out of the game and switch.

    Stay clear of PS3. Your laptop about same performance as a PS3. If you play at 720p with standard setting on your laptop it should be close to PS3.

    If you can't afford a $700+ PC with spending a chunk($200+) on a good video card I suggest you wait for PS4 version to be released in April and buy a PS4.

    Razor is working on a new PC Concept for a 100% modular Computer. If they do it right it will be in such a way that you can install the OS one time, and swap your OS drive from one to the other. E.g. You can upgrade it module by module, forever. Eventually upgrading the trunk.
