The only info they released are the concept art for his appearance in FF14ARR, which is shown in the OP, and that he will appear in FF14ARR as a Future content.

My wild speculation. He will be an ultimate fate boss. During random Odin fates he will appear and eat Odin then turn on you.

What do you mean Elder primal ?

Elder primals are known to be Ancient Primals that have become strong enough to remain in Eorzea without worshipers and Aether Crystals. Bahamut and Odin are both Elder primals.

On topic:

Well they could make Fenrir as the end boss for Eorzea Main storyline once we defeat all of Eorzea's Primals (Ifrit, Shiva, Ramuh, Garuda, Leviathan, and Titan). Like in FFXI he may only appear in Eorzea, lore wise, once these Primals are defeated because when the Primals are defeated a piece of their essence maybe released into Eorzea and used to resurrect Fenrir secretly.

So far we have defeated Ifrit, garuda, and Titan. Next we will defeat Leviathan and after that it will either be Ramuh or Shiva.
