The stats are +24 parry/+24 determination. Shouldn't they have +34 on one of those stats? Am I missing something? Allagan pants are +24 parry/+34 Critical Rate, and crit is better for tanking, so what's with these pants?

Determination is weighted twice as much as Crit. I have Allagan just cause I got it dropped and I don't wanna spend the myth for minimal increase but the Warrior's Breeches is better.
It's not twice as much, but it's definitely weighted substantially more. In general, you're going to see roughly 2/3rds as much determination as you see of any other secondary stat of equal itemization.
The reason why you confused the ratio is because accessories do not have equal itemization on both of their secondary stats. For gear with static stat allocation, one of the secondary stats is about 50% higher than the others. Since (3/2) / (3/2) = 1, when Determination is the higher stat, it makes it look like there is equal itemization for both (which is what happens with the WAR myth pants). On the other hand, when Determination is the lower of the two stats, you end up with 2/3 * 2/3 = 4/9, which makes it look like Determination is valued roughly twice as much.
In general, when you want to look at comparative itemization weighting, it serves you better to find another item of equal level with the same non-Determination secondary stat (the same applies for any stat you want to determine the comparative weight of; doesn't really mean much since it just proves that all other secondary stats are weighed identically; interesting note, however, is that VIT is weighed to be 90% of the value of any other mainstat, which can be proven by looking at accs). Since you can be assured that the itemization for the Determination is the same as what is set aside for the comparative stat on the other, you can assess the weighting properly. It won't be a hard and fast ratio, though, because of rounding errors. Using the Peltast Earrings and Toxotes Earrings as an example, Peltast Earrings are 5 det/11 speed and Toxotes Earrings are 8 acc/11 speed, so you can see that the Determination is weighed roughly 50% more (5 * 1.5 = `7.5 => rounds to 8).
34 DET is insanely better than 34 Crit. 24 DET is even better than 34 Crit considering Crit increase is already built into Wrath stacks. More continuous damage = more aggro. Crit was nice in 2.0 when critting IB was important, but it's better to just go with DET now.
Det has a lower cap which is actually 24 at this ilevel (for body and legs). now parry could be 34 but then det would only be 17, since only one of the secondary stats of our 90 gear is capped.
