All of your gear sets and your hud layout (all the hot bars etc) is stored on the local physical machine. E.g. the settings for one are physically on the PS3 and the PC settings are on your PC. They are not stored on the server, as such there is no way for them to sync them up.

In case you are wondering, I know this because I can browse to my folder on my pc and delete the file that has said settings and my whole UI resets... I can restore said file and my UI settings come back.

It's stored in the users directory on window 8 under My Documenets -> My Games -> Final Fantasy XIV - A Realm Reborn.

There is an FFXIV.cfg file containing all game settings, key bindings, display settings etc. Then there are various dat files called FFXIV_CHARA_0X (1-??) that are from the saved character creation data. Then there is a folder for every screen shot you've taken, and Then there is a Folder for each character you play on which contains Addon data (doesn't exist yet), COMMON, Control info, GearSets, HotBar Config, Keybindings, and All your macros.

About all they could do is make some sort of export feature on pc and ps3.... E.g. they could allow ps3 to email you an xml file with all your settings in it, or the same on pc, and allow each to import said Xml File.

For SE to store them server side, they'd have to design a database to store all the settings, allocate resources to it, etc etc...

E.g. what you are asking for isn't a small amount of work, would take some time, and their resources are already strained.

You can however, easily move these things to a different PC, Just Zip the whole folder and put it in the same place on another computer and poof, all setup.
