Unless I'm mistaken, she is just difficult to find.
I completed this quest but had difficulty finding her. There is a path to a lower area if you keep looking. If you can see her npc marker on your mini map and she seems like she is below the floor you will know what I mean.
I will check again when I can get into the game again if that doesn't help you. Maybe I can get you some directions on how to reach the lower floor, but if you just poke around, you should find it.
Perhaps the devs could move her a bit, as it seems other people have trouble finding her as well.
The map really needs a Z coordinate.
Stand at the end of the bridge to Aftcastle and look a little down. There is a second level of pathway and the npc should be all the way at the end. It's possible to see her from the Aftcastle aetheryte.
From Aftcastle, run clockwise around the Drowned Wench. At around 9:00 there should be a left turn that leads to a path down. Start down and immediately move to hug the inside (left) wall. You should now be running counter-clockwise around the Drowned Wench below where you were before. Keep going until you reach the end.
As others have stated, this is not a bug. The NPC is below you, and can be accessed by going down steps on the other side of the inn area. I do agree that "hiding" her like that was a bad idea. This issue was accepted as a bug, so SE may very well make her location more obvious.
