Ahriman Choker for alts?

Seeing as how the Heavensturn Screenshot Contest discussion thread was locked, I have to make a new thread about it here. I first tried asking in game, but was told to go to the forums instead.

For any community rep that can answer, there was a post from Lomloon I saw in Reinhart's translaion thread mentioning that if you already had obtained the choker for a character, you'd be able to get one for alts on as well if they were on the same account.

I'm trying to figure out what this means. Is this supposed to the case now or something that's going to be done in a later update?

The thing is I already had one of my characters receive the choker back from the Doppleganger contest, and that character was the only one to receive it. I just recently had another one of my other characters be picked for the NA Heavensturn contest to receive the choker as well.

I'm number 92 on this list.

But after seeing Reinhart's translation from Lomloon I got to wondering if I even needed to enter the latest screenshot contest at all. Will all my characters receive one soon (or should they have already)? I might need to be removed so someone else can receive the choker instead.
