Party Finder erroniously restricting by language

Steps:

I just went into the party finder and set up a run like I've done several times in the past, but no matter what I try it always hard-sets the language of the party to Japanese and prevents players from joining that don't have JP set in their own character. I don't get why this happens, I could not get it to stop, even changing party leader to other persons in the party rendered the same results. Here are screenshots:
