Costa Del Sol Aetheryte Crystal Not Working

On Malboro server the Costa Del Sol (Eastern La Noscea) Aetheryte Crystal is not working as intended. Both players using it for there first time, and players returning there are not prompted with any message or window when using the crystal.
Players who have previously attuned themselves may teleport there, but are not prompted anything when activating it. New player are unable to Attune.
I have confirmed this with multiple players. It appears to be affecting everyone from as earliest as yesterday(Jan 31, 2014).
