Sure it would be public indecency, however I did not think I would cross the line into harassment when no one was getting harassed. And my friend also copped a ban for the same reason.But if that argument sounds violent or that sexual gesture is lewd, you do have the right to call the police. And there may be laws against it so the police have the right to tell you to go home, give you a citation, or arrest you based on the circumstances.
I suggest doing inappropriate emotes somewhere secluded if you don't want a public reaction.
