I feel sorry for your threads Sparda. You want to focus the issue but people like Sub-Xero are just going to debate their existence because ultimately it's the only stake they have in the matter. Ugh... I guess I need to, for the first time ever, use a TL;DR for my original reply.

TL;DR version of my original reply: Parsers are not the problem, people are. Since parsers will never tell the entire story and people are too stupid to pay attention to what's actually going on, SQUARE ENIX is probably not going to officially endorse parsers since it doesn't fall in line with the stance of "everything is used to harass other players".
