Using crossbar and hotbars on PC, option to turn off drag and drop doesn't work

I use the cross bar with the a control on my pc. Then I added hotbars for things I don't use very often but possibly know when the are ready to be used again.

There is an option to turn off drag and drop on hot bars. It's a whole separate thing from using the lock icon from the crossbar. Anyways I have the option to drag and drop hotbar items turned off. When I go to press one of those items, if I accidentally drag the mouse the action doesn't occur and the item drags with the cursor. Really messes me up.

The reason I use the crossbar and hotbars is so I don't have to do all the flipping of different crossbars, especially to see if something that has a cooldown is available again.
