Extremely high ping in-game, out of game ping is fine.

I play on the Excalibur server and regularly get huge bursts of lag every day at any time. Enemies take up to 20-30 seconds to load, NPCs can take up to -three minutes- to load for me, I get stuck on loading screens all the time and my game rubberbands all over the place.

I regularly see "receiving" pings of over 1500 and all the way up to 3000 on any given day, regardless of what time it is.

What doesn't make sense to me is my pingtest and tracert to the Data Centers are fine.

I would very much like to try and resolve this issue if at all possible, because playing the game with this much lag is very difficult, frustrating, and not very fun.

First, the 'sending' and 'receiving' items in game are not ping. I'm not 100% sure what they are, but I'd bet it's a moving average of bytes per second. Your server's IP is 199.91.189.38. Trace out to that and post the results if you would please.

High latency again today for me.. I'm from CHILE.. with ISP Movistar.. since the latest patch I've had all kinds of lag problems.. in the Beta and before 2.1 I had no problems at all.. 0 lag or latency issues.

SE please revert the changes that you did in the server.. I'm losing day after day of gameplay.

Nothing looks bad in that trace. Run it a few times to make sure that it's misbehaving. You're looking for abnormal numbers such as a 300ms showing up when the rest are 60ms or packet loss (*). It can be intermittent so always run your traces a few times over to see if you catch it.

Do both. The more people we can get involved the better. You seem to be hitting a funky Montreal node which isn't uncommon.

Level3 works with companies, so you would probably do better to get your ISP involved if possible. It would solve your problem if your ISP will route you around it but not the problem at large. There's a contact form for Level3 here http://www.level3.com/en/forms/contactus_prim/ where you can let them know the IP/trace info/etc of the problem node. They ask for company information, but you can just throw N/A in there. We don't really have any other way (besides phone) to contact Level3. Your ISP might be willing to do it for you; people are seeing different levels of ISP helpfulness with this.
