actually you're wrong, you're not taking certain things into account, unlike the PS3 the PC also has windows(each driver set and any software takes memory to run on top of the minimum of the OS) to deal with otherwise minimum for PC would likely be 256MB as well
the PS3 isnt holding back anything, they have more restrictions in their settings and IU, they are limited to 30FPS(and arent they also limited to 1280x720?) which is actually better than quite a lot of the PCs currently running this game

It took me about two seconds to bring up my Windows Task Manager. Apparently I have 90 processes running at the moment, one of which being FFXIV. My physical memory usage is at a stable 45% out of 8GB of RAM. The minimum requirement for the operating systems that new PCs come out with is 2GB (if 64 bit, 1GB if 32-bit), though the OS doesn't typically use all of that RAM at any one point in time. 256MB is such an infinitesimally small number these days that it can't help but limit what can be done with the game. And I'm not just talking about graphics - I'm talking about even such things as basic UI features. So much of the horribly clunky UI functions (e.g. the bag, the hideous party UI, the menus within menus within menus) in XIV are because the PS3 version is already very much near its limit.
I'm not sure I'm explaining things well. Suffice to say, it's the 256MB that's the problem, not the 2+GB in PCs.
the UI was made how it is to be more uniform, across all platforms, they could change it to that horrible UI 1.0 had but honestly I would rather have this one.It took me about two seconds to bring up my Windows Task Manager. as for the bag, I happen to like the way they redid it. I dont know what you honestly thought about that mess from 1.0 was better.
the party UI I wish they did more like the one on FFXI. so I do think that could use some improvement
as for the PS3 limits, those limits are not effecting the PC users dispite what you want to believe the graphics were dumbed down not for the PS3 but lower end PCs so again I stress the point, as long as SE plans to support the lower end PCs that is what will hold this game back if at all. not the PS3 version which will eventually end up slowly disappearing but not before sony stops supporting it. you can be certain we will get things on the PC that not even the PS4 will get due to limitations. but that wont hold the game back. it will still grow in time. I can see this game being released on the PS5(yes I know I'm speculating but the way sony keeps the naming it will probably be called that) provided it keeps a strong subscriber base
