That shows what servers are currently blocked for creation and which are open for it. They change depending on the time..

1 question though.. What is your subscription type? If you are paying $12.99 a month then you can only make 1 character per server, for a total of what, 7 or 8?.. $14.99 let's you create up to 8(i think) characters on 1 server, up to 40 in total on the account.

So if you are paying $12.99 a month, that might be the culprit.
