Not being able to speak to the "Shifty-eyed Sailor" in the "Victory in Peril" quest

1. After completing the initial part of the quest, I was sent to speak to a suspicious Pirate (Shifty-eyed Sailor)
2. I can click on him but no dialog opens up, only the camera slightly moves and the nothing after that

It seems to be a common problem. I've seen several others stuck here as well.

I am also having the same bug. Glad this is an alternate character, but still mildly frustrationg.

I was also playing on PS3, hopefully that will help as well, but it looks like this bug might only be on Balmung since all current posts are from there.
