The tank makes pulls because it's WAY easier to pick up a group when you initiate the first attack.
But marking doesn't affect that. So you wouldn't be changing the pace. He's still setting the pace of pulls.

Obviously you wouldn't want to come in and start marking if the tank actually DID want to mark.
But if he goes several pulls and isn't doing it himself; it's not "telling him how to do his job", it's "doing some of his job for him". Which actually makes his job easier.
Why would a tank who is obviously too lazy to mark take offense when someone else makes his job easier?
The only way I can see a tank taking offense to a DD marking is if they came in right off the bat and just started marking everything before the tank even had a chance to.

If a tank wants to mark, let him.
If he doesn't, ask if he minds if you do.
If he doesn't want marks, then he's probably looking for a challenge so just give him a couple globals head start to pick everything up and then dps/aoe whatever you want.
If he doesn't want marks for whatever reason and can't hold aggro, you might as well just replace him because that's the mark of a bad/lazy tank.
