Why can't we have the ability to create accurate Parser?

This is a form of harassment.

Harassment is commonly understood as behaviour intended to disturb or upset, and it is characteristically repetitive.

If someone is being bad and it is repetitive, this disturbs and upsets people.

Players being undergeared/inexperienced might end up wasting the teams time, but it's not harassment, as it's not intentional. They're trying their best to clear the content just like the rest of the team.

And no, you cannot expect everyone to watch videos on and overgear all content before attempting it. That may be some people standards, but it's not a requirement to play the game, nor does it automatically mean those that choose to do otherwise are automatically harassing the team. They're just playing the game in the way they believe it's intended to be played.
