Why can't we have the ability to create accurate Parser?

When the topic is why does SE not let us use their official parser (which are actually giving the correct numbers) that they use for internal balance tests and also use in PvP and give the output at the end of the fight, I would say talking about the junk tosses into 3rd party ones and TOS is a bit off topic.

The thread is titled "Why can't we have the ability to create accurate Parser?" He also asks the same question again in his thread.

Asking to CREATE an accurate parser indicates third party. If he had said "Why can't SE give us the use of an accurate parser" it'd be a different story.
