In past experience tracking meters were used to help members progress their character, not isolate them to torment for not being as good as another. The meters were used to identify who might not be using their character to its full extent. Ie: improper rotation, lack of gear/improperly aligned attributes. It's used to help teams progress, see who's switching to targets and who isn't. IMO,it's a very useful tool if handled properly. Unfortunately there's always that guy, "I'm king (bad word) in this group and you guys all suck since I'm on top I can say that.."

The problem is they're used for both, so the positive and negative uses have to be balanced against each other.

I think a DPS meter that shows only your own DPS and not anyone else's would help get across the point of how they're supposed to be used. That's not to say that it wouldn't still limit some useful productive use and enable some harassment use, but it at least pushes the emphasis towards bettering your own character.
