Boat Graphic bugs

the boat ride loaded up with ferry steersman standing on his steering wheel with his arms out to his side like a paper doll type look. The water on the right side always looks like somethings wrong with it. Not sure whats goign on there. It looks mashed up together with other water graphics causing it to look funny?
