I would hazard a guess that Sahagin will be Eft/Salamander type, but no guesses for Kobolds. Could just be a completely random mob type that isn't seen in the zone/region, like goobbues were for Sylphs.

a steel throne shaped like a kobold head, floating above the ground, hoisted up by 6 bombs.

I hope the sahagin have an elbst mount. when i first saw those things in Pharos Sirius i thought they would be so cool to have as a mount/companion. Although the fin on their back might pose a problem but we should be able to ride just in front of it on their shoulders.

Ok, that mount IS pretty badass looking. Totally want one. Then again I've been wanting more flying mounts in general. I'd pay for a Roc, some kind of Garlean/Magitek flying machine or a phoenix (I assume phoenixes must exist for phoenix down to be an item, no?)
