Arguably, yes - though they're very monstrous in their appearance and very distant from civilised society. I feel like it'd have more impact if it happened in Ishgard - which was what I was hoping for honestly. There's still Ala Mhigo so perhaps they'll pull it off there instead - we'll have to wait and see I suppose.

The thing with Ishgard is they now have a House of Commons so I think that defuses the situation somewhat. The Brume has elected representatives now, in theory the power to make it better is now in their hands.

It'd be really nice to see this outside of the Tales from The X series, mind.

Do we? It doesn't feel particularly morally ambiguous - in fact, after doing the Beast Tribe quests, it feels more like we are preventing morally ambiguous slaughter at the hand of NPCs.

Civil War in Ul'Dah? Well, it is possible. We have the Royalists who are extremely loyal to the Sultana and the Monatrists who are more interested in coin. There's also a hand full of Ala Mhigans over there in Pearl Lane/Ally as well.
