Pretty sure the end of the Hildibrand quests made it clear that Ul'dah was the ones who created the powder and used it as a weapon on Sil'dih, no?


Sil'dah actually created the "weapon" to keep their armies fighting even in death. Well, it worked, as you well know, and their forces were made undead. Funny thing about zombies, though, they don't listen well or discriminate when it comes to "BRAAAAIINNNNS". Ul'dah used Sil'dah's abominable tactics to justify all-out war on their sister-city.

I think if there were a civil war, we would not be able to fight for the syndicate, the storyline sets us up as very anti Lolorito, very anti syndicate. Side quests, and some job quests do the same.
Back in 1.0, when you open Niellefresne's coffin, everyone is shocked, and then the meteors happened. I was always wondering what did they see in the coffin?
If the story would be real, you would have a civil war for sure. 100% and the Monetarist would just ally with the empire (like they already planed once) - and probably killed by it sooner or later . But since it is no real story, everything will be just as Square wants it to be. If Square decides, that we have to marry the emperor next week, this would happen, too.
It's impossible to say, how things may develop, because it's fictional and Square can make happen whatever they want.
Actually, since I'm seldom in Uldah, I simply forgot about the Sultansworn. And hell, what a giant plot hole. They are the Elite Guard of the Palace, as Paladin clearly above every normal soldier. But they simply vanished into nothing while this coup. This makes no sense at all. Maybe you can keep the Flames away with a trick, but the Sultansworn? It's their job to keep the Sultana and the Palace safe. But they were just gone...

Sure, some, but not all. And hell, if they do it all the time, EVERYONE would not trust them, so there scheme would be pointless (it's much to obvious anyway, especially trying to blame the present main hero of the three countries...).
Did you miss the part where they were good enough at manipulating that they got a high ranking Royalist Sultansworn to chase after you believing that you were the Monetarist agent?
And? Since they already failed once at that, it would make it a lot harder to do it again. And it is a job quest, I would not give THAT much on it.
