Dragoon is already one of the top and most bursty single-target DPS alongside BLM... I wouldn't mind seeing some minor, primarily stylistic buffs, but they're are not under-powered. You are likely under-experienced, and much less geared than those around you. In fights like Titan EM, there isn't actually any time where you need to stop dpsing, if you time things correctly, unlike casters who will have to move. You also have the ability to build up combos in preparation for mechanics like Gaols and Conflaguration where BLM and BRD must rely on procs (huge for BLM, but a mere auto-400ish damage for Bard's Straighter Shot). Bard's Barrage can outdo the affect of your CD only in the short term, and an ideally placed DRG Blood for Blood is a huge amount of damage.
Suggested changes, though not DRG-specific:
(1) Allow Skill Speed to affect off-GCDs, have a half or de-exponential effect on animation times (as 2.5 GCD decreases to 2, a 2-second animation decreases to 1.8 (rather than 1.6)), and a half-effect on Invigorate.
(2) Increase Fracture potency by 5, and increase TP cost to balance, making it a real difference in short-term dps, yet still TP-efficiency equal or less in the long-term; OR decrease Fracture TP cost by 10.
These two are slightly tied, especially for Dragoon. Increased Skill Speed usage means increased ability to place Fracture without potentially losing a off-GCD. The changes within Skill Speed also slightly favor DRG over MNK, except for the animation time reduction, due to the fact that it has slightly more off-GCDs, which previously would be affected by all stats *except* Skill Speed and would now be more universally affected (to the same %dps increase, by SS as well), and because Monk still has to cope with its GL stack TP-drain speed and a lesser Invigorate. I do not find this unfair however, seeing as even relatively minor amounts of Skill Speed for Monk allow a new rotation that provides a noticeable dps increase. These changes would still do incredibly little to Bard dps; I think it's still impossible, even if one did wish to be as wasteful as to go all Skill Speed, to be able to fit in an extra Heavy Shot per DoT reapplication.
