@Huginn: In case you don't know how Provoke works (I assume you do, because you say you've played tanks)

Provoke simply puts you at the one point of enmity higher than the person with the current highest enmity for that mob. Given that a single auto attack is enough to generate more than 1 point of enmity from anyone (no enmity modifiers), you will always follow up with Shield Lob/Tomahawk. Shield Lob/Tomahawk has 3x enmity multipliers, which is calculated to the damage it does.

If you simply Provoke, any DD can take back the aggro. Whether they are iLevel 15, or iLevel 91.

So LoLo is right here. I've never heard of anyone not following up a Provoke with Shield Lob/Tomahawk, or combo'ed Savage Blade/Rage of Halone/Skull Sunder/Butcher's Block.
