That's the message u get if you try to fish with a broken rod. Not saying that's your issue, but make sure you have it repaired.

I don't know what happened/changed but after submitting this and going back I can now fish again.

I read that it's anti-bot code. Basically if you fish to much in one spot, it'll give you that message. I had that happen at the falls near oakwood in upper la noscea. I was mystified so I looked it up on the net. I found that if I fished somewhere else for a while, I could go back. Hopefully the same is true for you.
