My experience thus far is that Don't Forget to Cry and the Escort quest one are the ones with Silver Blue Chest. Normally I just do that Level only turn in and collect it again. The items you linked are not twink items. Weapon all have "Cobalt" in their name to qualify as per the link.

Yes I realize; hence my disappointment given they're all LV 41. It's funny that I always skipped Don't Forget to Cry because of its length and the Escort one because I hate escort quests; whoops.
