Balmung is quite active.. At EU times there are a lot of people, so I can imagine that at NA peak time there are plenty
Hyperion is very active as well. There were a plethora of people online this weekend. I particularly recall the New and Old Gridania zones being packed with bodies.
Well... "Common" sense isn't all that common anymore, now is it?
Any legacy server is going to be well populated. They are Balmung, Excalibur, Hyperion, and Sargantanas.

You will be hard pressed to find anything more recent and accurate. feel free to look.
Thing is it's almost irrelevant what the status of your server is, since most of the time you'll be going into a party via DF, with people from other servers. With all the good things (finding parties fast) and the bad things (game feels like a hub game) this brings. If you're lucky, you may find a cool FC and do content with them, but from what I see/hear, the FC are quite silent, each of the guys being busy doing his own DF stuff, without the need to ask cooperation from his FC mates. Exceptions are rare (Chimera, Hydra) and soon to be eliminated (both fights will be present in the Duty Finder). Basically, you can be on an empty, lifeless server and you wouldn't really know it.
Behemoth is very active during american prime time and still heaps of people online during night shift hours (oceanic players)
I disagree. If you're using DF for endgame you're doing it wrong. DF is mostly used for leveling dungeons and CT. Party Finder is where it's at along with linkshells/companies/statics. True, for super high level stuff PF is better. I stand corrected.
The point of being on a populated and active server should more or less be related to a need to complete fates for whatever reason, as well as having access to a marketplace that is being utilized by a large active player base.
Finding a good FC is just a bonus, but also not guaranteed, I'm sure there are servers that don't have a single decent FC on them. I have met several good FC's on Hyperion though.
