I would imagine this works for any level range of the game - assuming you have the skills.
1)Shield Lob - run to boss
2)Circle of Scorn once in range
3)Flash as your running through the mob
    4)Start your combo

Dps can more or less start as soon as you jump in the air for your Circle of Scorn.

This is my opener - no one pulls off me.
This is my FC mates opener who I do not pull off of him with an I89 Monk.

    Nothing special.

I don't understand this CoS as your closing in logic. You could get off a fastblade and a CoS as your closing in instead of just using CoS. Then your already one attack into your RoH combo.

If you are going to use Fracture, I wouldn't use it right off the bat as there is no enmity generation from it. Fracture itself is slightly better on Dragoon since they actually have strength and attack power, but it causes rotational problems and with the buffs from 2.1 it's not really needed anymore. I also understand there aren't a lot of interesting cross-class actions so that may be why you picked it up.

Everyone has their own little opener. Ive been using the same one forever and have had no problems ever.

FoF (no rampart because im usually going to have ss and that SCH shield)
    Flash/Circle of Scorn macro
    Spirits Within
    RoH Combo

Then just do w/e you want this point. Maybe start rolling cds depending on the boss. Keeping flash up 100% until it DRs.

Use it from the get go because my shield lob + spirits within+ fracture gives me enough enmity right off the bat~ especially considering I have CoS following immediately after. So now I have two dots and plenty of enmity be it boss's like garuda ex, ultima etc. or trash pulls. By the time my RoH combo is finished I'll be able to dish out more of my move set.

It really depends on the situation but I always make sure I'm using an instant in between RoH cooldowns.

Common one is shield lob -> CoS -> Fast Blade -> Spirits -> Savage Blade -> FoF -> Rage -> BfB

Sometimes I might open with FoF then use a defensive cooldown in place of FoF above.

Group pulls would be slightly different with shield lob -> Flash -> CoS -> Flash -> Fast Blade

The basic idea is you shouldn't be waiting around for a global cooldown at any point until you get your first Rage off.

    Single/dual target@
Shield lob => Circle of Scorn + Flash > Halone (charged if possible)>Spirits Within>[Halone Combo]>[Halone Combo]>[Halone Combo] etc

    Grouped trash targets:
Shield lob => Circle of Scorn + Flash>Flash>Flash>Flash>Flash>Flash>Circle of Scorn>Flash>[Riot Blade Combo]Flash>[Riot Blade Combo] etc

I open with Lob > Circle + Flash (since I got them macroed together) > Start RoH and use Spirits Within > ROH ROH ROH more.

Never had problems with agro this way.

Fracture as a Paladin is a huge waste of a massively long global cooldown. It's bad. It's not accepted theorycraft.

    My Boss pulls are

    dps buff
    shield toss
    flash/thunderclap

Stick with accepted theroycraft or download ffxiv app and see how useless fracture is yourself with the threat meter.

How can you say Fracture is worth at the beginning and not afterwards? What is going to change? Absolutely nothing.

It's a wasted CD at any point, as it slows down your damage/threat combo, or any other skill worth using, without adding anything to it.
