Issue: Cannot proceed on quest when talking to NPC "Cocobuki" at Thal's Respite in Eastern Thanalan

Steps:
1. Accept Quest.
2. Do follow-up portion of talking to NPCs at Camp Drybone.
3. Go back to Ul'dah, talk to NPC.
4. Go to Thal's Respite in Eastern Thanalan. Talk to Cocobuki.
5. NPC does not respond. Cannot progress further.

Well, after shutting the game down, and coming back the following day, it appears I am able to proceed with the quest.
