I'm 95% sure there will be some lockout 24hrs-72hrs. Only other thing I could see them doing is 2 items per turn per week. Seems possible, If they can keep track of Crystal Tower loot don't think it would be much harder to keep track of CoB loot.

Pre-i90 gear will not become obsolete at all. It's still basically a requirement in order to even get to coil.
To enter coil at all you need to go through Ifrit HM, Garuda HM and Titan HM.
It's not that likely that the fresh 50 will buy his way through just so he can enter coil at i50.
So the fresh 50 has to start gearing up.
The natural progression would be to get some WP/AK pieces and fill out with DL, while collecting one CT piece a week.
First two weeks myth will go towards a relic upgrade to zenith (unless they lift the myth cap right away).
Ifrit can be done fast, Garuda reasonably fast, Titan when you have geared up some.
Reasonable time from hitting 50 to entering coil for the first time... at least 3-4 weeks for casuals.
There's no reason to assume that someone that took their time to get to 50 in the first place would farm tomes fast enough to get full DL within a week or two.
While there will always be players who will do that, that's the minority.
More, complete, high-level craftable gearsets please. I want to be able to run most or all content with gear I made, not gear I had to pillage, Indiana Jones style, from an ancient Allag installation.
Yes players are harsh on low geared player it sucks. They added Party Finder in 2.1 so that is your friend if Duty Finder is giving you a hard time. As for your MNK, Your gear is Decent and I don't see what content you are doing that people are leaving over it. Now if you are trying to do Extreme Fights I could see players leaving. Hell I see people leave after the 1st wipe even with high ilvl geared players.
And this is another reason why ilvl requirements need be higher. If they were higher or I should say scaled to the content correctly, You wouldn't have players with the minimum gear requirements showing up to do content that is 20 ilvls higher. So in a way I see why these "Elite" players act the way they do because they don't want to spend hours and hours trying to beat one boss. But some tend to take it to far "One Death your out" or Rage Quit.

I am doing Extreme Primals in DF as my average ilvl is 74 and thus too low for most 83-87 parties in PF. I didn't make it past Garuda. However I don't feel having ilvl 74 or 90 will make a difference, as I always wipe due to tanks not knowing what to do or the usual insta-ragequitters after 1 error. It might give me access to Party Finder squads but I'll never get the feeling that improving my gear magically improves my skill level. I'll still be playing the exact same as I did before.
Not trying to say that full ilvl whatever gear is going to make you the best player. The higher ilvl gear you have the more HP you get. A few hundred HP may not sound like a lot, but it helps so people can afford to make a mistake here and there. Also the higher gear the higher your DPS/Healing/ or survivability as a tank. Just helps make content more forgiving. As I said it doesn't matter if a party is decked out in gear or not, I've been to parties that after the first wipe someone leaves. Like I said if you are having issue with Duty Finder try to use Party Finder, On my server I see practice parties for Extremes all the time. Not trying to bash Duty Finder got my first Titan HM through DF only took 46 tries ^^.
I also wouldn't be surprised if they drastically increased philosphy tomes from all dungeons inclduing the story ones when 2.2 hits and ease off on the lotting restrictions in CT. Darklight will be pretty much trash gear so there's no real reason to make it all that time consuming to acquire.
Although I in part agree with you (the fact people skip DL gear in crystal tower etc), I don't think the ilvl requirement should be raised much, maybe by 5 at most. People put too much emphasis on gear honestly when in the end a difference of ilvl 10 up or under makes very little difference if the group is coordinated or skilled.
