Although I am in no position to say what is going to be for sure, I think when they say challenging is that the dungeons will be challenging for the level intended, once you out-level it I don't expect it to be challenging. Unless they are hiding a scaling factor that will keep it hard regardless of the average level of the group (they did say for balancing reason they had to keep the requirement of either 4 or 8 people).

Also, Bayohne did say in another thread regarding level capped instances that they were not going to be capped and that there was no plan for that right now, I don't think he will come back and comment here, even if it's a slightly different subject and more of a suggestion for future content.

I still think this is one of the most reasonable suggestion regarding risk vs reward and the need for bigger challenges on top of allowing achievements to be put in the game, even get rewards for some achievements since everyone would need to complete them in a fair way.
