Because character levels and item levels are a simplistic and visible aspect of your character's power, and it's long been an established norm in RPG to use these numbers to make players feel stronger.
What you're asking there is perfectly valid questions, and the answer would be that levels is a base design aspect of this game, that's the only reason we have it.

See FATE's and Low-level duty roulette. 20-50, only doing sastasha teaches much about tanking.
But like many base design aspects, it feels like it was only included to hit a check box on the list of things an mmo should have, like crafting. It's included, but you don't really need it.Because character levels and item levels are a simplistic and visible aspect of your character's power, and it's long been an established norm in RPG to use these numbers to make players feel stronger.

Nothing to discuss. You were originally intended to be attempting this dungeon with some i80 pieces as well. Time and money constraints changed that.Assuming best case, back when the game came out in August, when the original people were attempting coil, they were at best in full darklight gear (i70), and most likely a mix of lvl 55-60 dungeon greens, and darklight (lets say 65 average).
These people, attempting coil 1-4, were 28% short of ilvl (meaning, coil has 90 gear) 90/70 = 128%. So the difference for them entering T1 coil (70), and the max was that. Now, with the new coil, in order for it to have 'equal' progression difficulty, it will need to have lvl 115 gear drop (assuming the 28% jump from 90->115).
Discuss.
But i115 wouldn't be awful, it'd leave a middle ground for CT2.

Why crank it up to 11? Why don't you just make 10 louder?
